It should only ever be applied to interventions designed to reach those already categorised as ‘at high risk of offending’. This value has issues of deadweight that are different to the others in the Social Value Bank and should only be used where you are able to undertake a robust assessment of the counterfactual (the likelihood that individuals would have been arrested without your intervention). You must state clearly in your ‘Notes’ how you did the counterfactual assessment.
Other methods for valuing an intervention that deals with crime might be more appropriate. For instance, The Department of Justice has a service that helps to gauge the effectiveness of re-offending interventions by matching national insurance numbers to a national database.
